Resumé

Over two decades of experience in multinational corporations, state-owned enterprises, and federal government agencies, including Petrobras, the Office of the Federal Attorney General (AGU – Legal Counsel to the Ministry of Science, Technology and Innovation), NUCLEP, the Ministry of Science, Technology and Innovation (MCTI), and the Geological Survey of Brazil (CPRM/MME). Areas of practice include environmental and mineral law, biodiversity, biotechnology, bioeconomy, agrobiodiversity, marine and ocean governance, research and development (R&D), deep-sea mineral exploration, access to genetic resources, scientific expeditions, compliance, inter-institutional agreements, public procurement, and the negotiation and implementation of international treaties and agreements.

Served as a member of the Audit Committee of the Brazilian Nuclear Industries (INB), the Genetic Heritage Management Council (CGen/MMA), and the National Environmental Council (CONAMA/MMA). Acted as legal advisor to the National Biosafety Technical Commission (CTNBio) and the National Council for the Control of Animal Experimentation (CONCEA). Represented MCTI in Conferences and Meetings of the Parties (COPs and MOPs), as well as in Working Groups on Access and Benefit-Sharing (ABS) under the United Nations Convention on Biological Diversity (CBD), and represented CPRM/MME before the International Seabed Authority (ISA/UN).

Participated in several interministerial working groups and programs under the Interministerial Commission on Marine Resources (CIRM), as well as international delegations to the United Nations Commission on the Limits of the Continental Shelf (CLCS – DOALOS) and to ISA Council sessions and technical working groups (2013–2023). Appointed by the Ministry of Foreign Affairs to the ISA Informal Working Group responsible for drafting the Exploitation Regulations (Mining Code) for activities in the “Area” governed by the ISA.

Engaged in the Brazil–OECD accession process, contributing to the G16 Environmental Policy Committee and Working Group 5 (Steering Committee on Nuclear Energy).
Recipient of the Admiral Tamandaré Medal, awarded by the Brazilian Navy in recognition of her distinguished service to the nation and over ten years of dedication to the Geological Survey of Brazil.
